# REGULATION AS CODE: OPERATIONALIZING POLICY WITH AI & OPEN SOURCE - OSFF NEW YORK

 November 3, 2026, 2:00 PM – 5:00 PM ET

 New York

[Registration link](https://www.finos.org/hosted-events/2026-11-03-reg-workshop-osff-nyc#apply)

*Moving from Expert-Defined Policy to Deterministic Execution with Morphir*

**What if regulatory policy could be written once by domain experts and executed deterministically across every system in your bank?**

Building on key insights from OSFF London, this hands-on workshop explores the practical feasibility of "Regulation as Code"—moving directly from policy interpretation to verifiable, testable, and automated implementation.

Join **Stephen Goldbaum** (DataHub) and **Attila Mihaly** (Morgan Stanley) for an interactive session focused on bridging the gap between business-side regulatory logic and technology-side execution. Through collaborative coding and modeling exercises, participants will evaluate how AI and coding copilots empower domain experts to express complex regulatory requirements in simple, human-readable, and machine-executable formats.

Using the **Liquidity Coverage Ratio (LCR) Rule 2052A** as a concrete, real-world financial use case, attendees will leverage existing FINOS open-source frameworks—primarily **Morphir**—to build, test, and validate an experimental regulatory solution live in the session.

# Workshop Description

*This interactive morning workshop brings business-side and technology-side representatives from Financial Services Institutions (FSIs) together to tackle regulatory complexity. Attendees will explore the LCR 2052A rule, leverage AI coding assistants to draft domain-specific business logic, and see how Morphir translates that logic into portable, deterministic code.*

- **Facilitators:** Stephen Goldbaum (DataHub), Attila Mihaly (Morgan Stanley)
- **Pre-Workshop Materials:** Attendees are invited to review the [detailed proposal and share feedback in the GitHub discussion issue](https://github.com/finos/morphir)

and check out the interactive LCR data view prior to the session.

# WHO SHOULD ATTEND?

This workshop is uniquely designed for both business-side policy leaders and technical engineers across financial services:

- **Regulatory Reporting & Compliance Specialists:** Who need to ensure that policy definitions and statutory rules are implemented accurately without translation errors.
- **Enterprise & Data Architects:** Looking to establish portable, tech-agnostic business logic layers that eliminate vendor lock-in and legacy technical debt.
- **Quant & Risk Technologists:** Responsible for implementing liquidity monitoring, capital requirements (e.g., LCR 2052A), or financial risk models.
- **Software Engineers & AI Leads:** Interested in pairing LLMs and coding copilots with open-source domain-specific languages (DSLs) like Morphir for verified code generation.

# **What You Will Walk Away With:**

1. **Practical "Regulation as Code" Blueprint:** A clear understanding of how to transition regulatory text directly into testable, machine-executable code.
2. **Hands-On Morphir Modeling:** Practical experience using FINOS Morphir to create portable business logic that runs across multiple runtime environments.
3. **LCR 2052A Implementation Model:** Concrete exposure to modeling the Liquidity Coverage Ratio (Rule 2052A) within an open-source framework.
4. **AI + Domain Logic Synergy:** Strategies for safely integrating AI copilots into policy translation workflows without sacrificing deterministic correctness.

# **WORKSHOP PREREQUISITES & REQUIREMENTS:**

- **Laptop Required:** You will be interacting with code repositories, reviewing data models, and running modeling exercises.
- **Technical & Domain Baseline:** Basic understanding of financial regulations (e.g., LCR/2052A, Liquidity Risk), data modeling concepts, or general software development principles.

---

# **Logistics & Application**

- **Date:** Tuesday, November 3, 2026
- **Time:** 2:00 PM – 5:00 PM EST
- **Location:** New York, NY (Venue details provided upon registration)
